
India Prepares for External Threats with Nationwide Mock Drills Starting May 7

New Delhi | May 5, 2025 – In response to escalating tensions with Pakistan following the Pahalgam terror attack on April 22, the Union Home Ministry (MHA) has directed all states to conduct large-scale mock drills from May 7 to May 9. The exercises aim to enhance civil defence preparedness against potential external threats, marking the first such nationwide initiative since the 1971 Indo-Pak war.
Key Measures in the Mock Drills
The drills will focus on several critical aspects of civil defence, including:
Activation of air-raid warning sirens
Crash blackout procedures (switching off lights to avoid enemy detection)
Camouflaging vital installations (hiding key infrastructure from aerial surveillance)
Evacuation and shelter plans for civilians
Training programs for students, volunteers, and local communities
Over four lakh civil defence volunteers under the Directorate General of Civil Defence (MHA) will participate in the exercises. State police forces will also assist in coordinating the drills.
Why Now? Rising India-Pakistan Tensions
The decision comes amid heightened military and diplomatic tensions between India and Pakistan. The Pahalgam terror attack, which killed 26 civilians, has led to a series of retaliatory measures by India, including:
Suspension of the Indus Waters Treaty (IWT)
Cancellation of visas for Pakistani nationals
Strong military responses to cross-border firing along the Line of Control (LoC)
Pakistan has reportedly violated the 2003 ceasefire agreement for 11 consecutive nights, prompting India to reinforce its defence mechanisms.
Recent Blackout Drills in Border Areas
A trial run was already conducted in Ferozepur, Punjab, near the Pakistan border, where a 30-minute blackout drill was implemented on May 4. Residents were instructed to switch off lights between 9:00 PM and 9:30 PM to test emergency protocols.
Similar exercises are expected in other border states, including Jammu & Kashmir, Rajasthan, and Gujarat, where civil defence infrastructure is being reviewed.
High-Level Security Meetings
Prime Minister Narendra Modi held a crucial meeting with Defence Secretary Rajesh Kumar Singh and National Security Advisor (NSA) Ajit Doval to assess security preparedness. Defence Minister Rajnath Singh has also hinted at a strong response, stating, “What you desire will certainly happen.”
Historical Context: Civil Defence in India
India’s Civil Defence framework was established in 1962 during the India-China war. While mock drills for natural disasters (like earthquakes) are routine, air-raid preparedness drills are rare, with the last major exercise conducted in 1971.
